Oxidants as Chlorine Substitutes (Sayansk)
This event was waited for many years. The extremely hazardous facility was dismantled at the third section of the MUP “Vodokanal-Service” water line and the chlorination plant was removed of its service. The drink water treating plant had been running for thirty years. Water was disinfected by means of chemically active and hazardous chlorine to have been consumed at the amount of 850 liters. Today, there is no need for any chlorine stock. The new water treating plant “Aquachlor” is designed as a compact unit. Its reactors transform saturated salt solution (sodium chloride) into oxidants by the method of electrolysis. Hypochlorous acid (to be produced with chlorine solution dissolved), chlorine dioxide and ozone (3.7%) are the basic interacting antimicrobial solution substances. It should be noted that upon treatment of oxidants by the solution, mass concentration of chlorine in water is less than upon chlorination and antimicrobial spectrum is wider. “Vodokanal” planned to reject the chlorination process a number of years ago. Five years ago, they discussed the option of water UV treatment, but “Aquachlor” (designed by domestic engineers) occurred to be the most efficient. While the chlorination plant needs for a separate building, two plants “Aquachlor” are mounted at a small second-floor room. While the chlorination process needs for safeguarding excess expenditures, the new plants are hazardless. While liquid chlorine needs for excess funding and is hard-to-handle material, the oxidants just require for salt valued by 3000 roubles per ton (daily rate – 24 kg). A.V. Yeremeyev, Director of MUP “Vodokanal-Service” Said: “We had an alternative: whether we could spend our funds for reconditioning of the chlorination plant on demand of the Rostekhnadzor’s inspectors (the plant was positioned at the hazardous distance from Angarsk apartment houses) or whether we could invest the funds for the purpose of modernization of the water disinfection technological process. As a result, we selected the second option. If we spend 1460 000 roubles, we will gain quite a considerable economic effect and, according to analysts, “Aquachlor” will be repaid in a year and seven months. As far as the ecological effect is concerned, the advantages may be perfectly felt just now”. Among other water municipal supply and drain enterprises, MUP “Vodokanal-Service” was the first Irkutsk regional company that rejected the old water treatment system.
